1999-8: Deadline for Filing Certifications for the 1999 Primary and General Elections, (City Council, 4th District)

On July 1, 1999, the Mayor proclaimed an election to fill a vacancy in Council District 4. Pursuant to New York City Charter §25, the vacancy will be filled at the general election to be held on November 2, 1999. Party nominations for this vacancy may be made in primary elections that would be held on September 14, 1999.

New York City Administrative Code §3-703(1) (c) provides:

The deadline for filing a certification to join the Campaign Finance Program for a special election to fill a vacancy shall be on the seventh day after the proclamation of such special election1.

Thus, the deadline for candidates to file a certification with the Board to join the Program for the Council District 4 elections is July 8, 1999. As would be the case for a special election to fill a vacancy, and because of the late date on which this vacancy occurred, participating candidates must submit a campaign information form together with the certification. See Campaign Finance Board Rule 2-02(c).
